ATJ: Mexico has been blighted by drug related violence. Is there any real indication that the authorities are winning the drug war there?
CH: Referring to a “war on drugs” is generally not very helpful. The problem of drug-related crime and violence is one to be managed and reduced, but one that realistically cannot be eradicated. In that sense, the “war” can never be won . . .
