After the Paris terror attacks, Europol, the European Union’s law enforcement agency damningly concluded “Without reliable intelligence on the intentions, activities, contacts and travels of known terrorists it is nearly impossible to exactly predict when and where the next terrorist attack will take place, and what form it will take. The role of judgement precedes in assessments over the role of facts and hard information, both of which are in short supply”.
